It is usual for the Harbor Master to forward these proceedings directly to the Board of Trade; but I have, on this occasion, in consequence of the peculiarity of the case, thought it right to forward it myself to you.

It will be observed that the Master of the vessel is censured; and this is the reason why I have taken the somewhat unusual course of bringing the matter to your notice.

When the Finding was forwarded to me, I caused it to be sent to the Acting Attorney General for his opinion, which I now enclose.

The President of the Court, Captain Thomsett, R.N., Harbour Master, differs entirely from his colleagues as to the culpability of the Master of the vessel. I entirely agree with that opinion of Mr. Ackroyd's, and I cannot help thinking that, having regard to the evidence before the Court,
